Neighbors in Action serves Port Houston, a community located seven miles east of downtown Houston with a population of approximately 5,000. More than 96% of the residents are Hispanic, many migrating to the United States in search of a better life for their families, while more than half of the residents are living below the poverty line.
Most parts of Port Houston are industrial, with small homes built between trucking companies and petrol-chemical businesses. Many houses are in poor conditions, and it is dangerous for the children to play on the streets because of trucks passing by frequently. Other disadvantages that the community faces are the lack of a health facility and adequate transportation to adjacent neighborhoods.
There are 16 bars in Port Houston, and prostitution is widespread. The community is highly affected by human trafficking, largely due to its proximity to the International Port and coast-to-coast highway. In Feb. 2011, a large sex trafficking ring in one of the bars in Port Houston was shut down and girls as young as 14 years of age were liberated. Many children in Port Houston grow up in dysfunctional families; single parents, as well as blended families, are very common. Several children have a parent or relative from the household in jail. Many women and children suffer from domestic violence, alcohol, and drug abuse are named as the biggest concerns by the residents. More than 98% of the students of Elementary School qualify as economically disadvantaged, receive free or reduced lunch. Many teenagers drop out of school between 10th and 11th grade to help earn money for the family and teenage pregnancy is common.
